The basics

What is DLT registration?

DLT stands for Distributed Ledger Technology — a blockchain-style registry that every Indian telecom operator uses to record who is allowed to send commercial SMS, which sender IDs (headers) they own and exactly what message templates they are approved to send. Registering on it is what makes your business a verified, trusted sender.

DLT registration was mandated by TRAI (the Telecom Regulatory Authority of India) under the TCCCPR 2018 — the Telecom Commercial Communications Customer Preference Regulations. The goal is simple: stop spam and phishing by ensuring only registered businesses, using pre-approved sender IDs and templates, can reach subscribers. Once you are registered, your details are shared across all operators (Jio, Vi, Airtel and BSNL), so a single registration works everywhere.

In practice, DLT registration links three things together — your business identity, your sender ID and your message content. Any SMS you send is matched against these records in real time. If everything matches, the message is delivered. If anything is missing or altered, it is blocked. This guide walks through every piece so you can get registered right the first time — or let our team do it for you free of charge.

Why it matters

Why DLT registration is mandatory

Since TCCCPR 2018 came into force, DLT registration is not optional for anyone sending commercial SMS in India — whether it is OTPs, alerts, or marketing offers. Operators are legally required to reject traffic from unregistered senders.

The compliance requirement

TRAI holds telecom operators responsible for the messages that flow through their networks. To meet that, every operator now verifies each SMS against the DLT ledger — the sending entity, the header and the content template must all be registered and matched before delivery. There is no legitimate route to bulk SMS in India that bypasses DLT.

What happens if you are not registered

Unregistered messages are stopped during scrubbing — the automated check operators run on every SMS. Without a registered entity your traffic is rejected outright; with a registered entity but an unregistered header or template, individual messages are blocked. The result is failed OTPs, undelivered alerts and lost campaigns — often with no clear error until you check delivery logs.

Registration protects your brand too: a verified header stops others from spoofing your name, and pre-approved templates keep your messaging consistent. Whether you need transactional SMS or promotional SMS, DLT is the gateway to reliable delivery.

Core concepts

The 3 building blocks — Entity, Header, Template

Every DLT registration is built from three linked records. Understand these and the whole process becomes clear.

1. Principal Entity (PE ID)

Your registered business identity on the DLT platform. Once your PAN, GST and KYC are verified you receive a unique 19-digit Principal Entity ID (PE ID) that all your headers and templates hang off.

2. Header (Sender ID)

The 6-character name or number recipients see as the sender — e.g. SGWPRO. Alphanumeric headers carry transactional and service SMS; numeric headers carry promotional SMS. Each header is tied to your entity.

3. Content Template (Template ID)

The exact message you are approved to send, with variable placeholders like {#var#}. Each approved template gets a Template ID, and your live SMS must match it word for word.

The rule to remember: an SMS is delivered only when a registered entity sends from a registered header using a registered template — all three linked together on the ledger.

Get ready

Documents required for DLT registration

The documents you upload depend on your business type. Having clean, matching copies ready avoids the most common cause of rejection.

Business typeCore documents required
Private / Public Ltd CompanyCompany PAN, GST certificate, Certificate of Incorporation, authorization letter on letterhead, and PAN + Aadhaar of the authorized signatory.
LLP / Partnership FirmFirm PAN, GST certificate, LLP agreement or partnership deed, authorization letter, and PAN + Aadhaar of the authorized partner.
ProprietorshipProprietor PAN, GST certificate (or shop/business registration), business registration proof, and proprietor PAN + Aadhaar for KYC.
IndividualIndividual PAN and Aadhaar, plus a valid GST or a declaration where the operator portal permits individual (non-GST) registration.

Tip: the business name on your PAN, GST and incorporation documents must match exactly — even a small difference (Pvt vs Private) can delay entity approval.

The full process

Step-by-step DLT registration process

Registration follows the same seven stages on every operator portal. Here is the complete flow from start to your first delivered message.

Step 1

Choose an operator portal

Register on any one operator’s DLT portal — Jio, Vi, Airtel or BSNL. A single registration is recognised across all networks, so you do not need to repeat it.

Step 2

Register the Principal Entity

Submit PAN, GST, incorporation proof and an authorization letter. After verification you receive your Entity ID (PE ID), usually within 1–3 days.

Step 3

Register your Header

Apply for a 6-character sender ID — alphanumeric for transactional/service SMS, numeric (6-digit) for promotional SMS. It must reflect your brand.

Step 4

Register Content Templates

Add each message you will send, using {#var#} placeholders for dynamic parts. Every approved template returns a Template ID.

Step 5

Register a Consent Template

For promotional and service-explicit traffic, register a consent template that documents how recipients opted in to receive your messages.

Step 6

Link entity, header & template

Map your header and templates to your chosen telemarketer / aggregator so the ledger connects your identity to your sending route.

Step 7

Send & pass scrubbing

Go live. Each SMS is scrubbed against the ledger in real time — matched messages deliver instantly, so your OTPs, alerts and campaigns flow through.

Sender IDs

Header rules — numeric vs alphanumeric

The type of header you register decides what kind of SMS you can send from it. Getting this right up front avoids re-registration.

Alphanumeric header (6 characters)

A 6-character brand code such as SGWPRO or HDFCBK. Used for transactional and service SMS — OTPs, alerts, confirmations and relationship messages. These reach recipients around the clock, including DND-registered numbers for genuine service content.

Numeric header (6 digits)

A 6-digit numeric sender ID such as 123456. Used for promotional SMS — offers, discounts and campaigns. Promotional traffic is scrubbed against the DND registry and delivered only within the permitted 9 AM–9 PM window.

A single entity can register multiple headers of both types. Choose alphanumeric for anything the user triggers or expects, and numeric for marketing you push out.

Template categories

Content template categories explained

Every template is registered under a category that controls which header it uses and whether DND and timing rules apply. Picking the correct category is essential for delivery.

CategoryPurposeHeader typeDND / timing
Service ImplicitInfo tied to an existing action — OTPs, order and delivery updates.AlphanumericDelivered 24×7, DND-exempt
Service ExplicitService messages needing recorded consent — e.g. renewal or usage nudges.Alphanumeric24×7 with valid consent
PromotionalMarketing offers, discounts and campaign blasts.NumericDND-scrubbed, 9 AM–9 PM only
TransactionalOTPs for banks and payment (RBI-regulated) entities only.AlphanumericDelivered 24×7, DND-exempt
GovernmentMessages from central/state government departments and agencies.AlphanumericDelivered 24×7, DND-exempt

How to write a compliant template

A template is approved only when its fixed text is exact and its variables are marked correctly. Follow these rules to avoid rejection:

  • Use {#var#} for every dynamic value (name, OTP, amount, date). Each variable can hold up to about 30 characters.
  • Never place two variables back-to-back — keep fixed text between placeholders so operators can match the message.
  • The fixed wording you send must be an exact text match to the approved template — even punctuation differences cause blocks.
  • Include your brand name and register any URLs so links are whitelisted rather than stripped.
Under the hood

How scrubbing works — why SMS gets blocked

“Scrubbing” is the real-time check operators run on every commercial SMS. Understanding the chain shows exactly where a message can fail.

1. Principal Entity

Your registered business submits the SMS with its PE ID, header and template ID attached.

2. Telemarketer / Aggregator

Your SMS partner passes the message onto the network, carrying the ledger references for verification.

3. Operator DLT check

The operator scrubs the message against the ledger — entity active, header owned, template matched, category and consent valid.

If every link in the chain matches, the SMS is delivered in milliseconds. If the entity is inactive, the header is not linked, the template does not match, or a promotional message targets a DND number, the operator drops it at this stage. That is why registration accuracy — not send speed — is what governs your delivery rate.

Costs & timelines

DLT registration fees & timelines

DLT charges are a small, mostly one-time cost. The entity registration is the only significant fee — headers and templates are usually free.

ItemTypical feeTimeline
Principal Entity (PE) registration₹5,000 + ₹900 GST (one-time)1–3 days
Header (Sender ID)Free to ~₹500 per header1–2 days
Content TemplateFree (each template)1–3 days
Total to go live~₹5,900 one-time7–10 working days

Fees vary slightly by operator — BSNL’s entity registration is around ₹3,300, for example. When you take SMS with us, we absorb the assisted-registration work at no charge; you only pay the operator’s statutory entity fee. See SMS pricing for message rates.

Where to register

DLT platforms & operators in India

Each major operator runs its own DLT portal, and several aggregator platforms provide access too. You register on one — and every network honours it.

Jio TrueConnect

Reliance Jio’s DLT portal — one of the most widely used entry points for entity and header registration.

Vi Vilpower

Vodafone Idea’s DLT platform for registering your entity, headers and templates.

Airtel DLT

Bharti Airtel’s commercial communication portal for principal entities.

BSNL DLT

The public-sector operator’s DLT registration portal, with its own fee structure.

Tanla

A leading aggregator platform providing DLT onboarding and scrubbing services.

PingConnect

An aggregator DLT platform used for entity, header and template management.

One registration, recognised everywhere: because operators share the DLT ledger, your entity, headers and templates registered on any one portal are valid across Jio, Vi, Airtel and BSNL.

Troubleshooting

Common reasons DLT registration & messages fail

Most delivery problems trace back to a handful of avoidable mismatches. Check these before you blame the route.

  • No registration — sending before your entity, header or template is approved means guaranteed blocking.
  • Header or entity name mismatch — PAN, GST and header details that do not match cause rejection at approval.
  • Unregistered or edited template — sending text that differs from the approved template fails the exact-match check.
  • Wrong category — promotional content sent on a service template (or vice versa) is scrubbed out.
  • Promotional to DND — marketing SMS to DND-registered numbers is blocked by design.
  • Unwhitelisted URLs — links not declared during registration are stripped or cause the SMS to fail.

Answers

DLT registration FAQs

What is DLT registration?
DLT (Distributed Ledger Technology) registration is the process of recording your business, sender IDs and message templates on the blockchain-based registry that Indian telecom operators use to verify commercial SMS. It was mandated by TRAI under TCCCPR 2018 to stop spam and ensure only registered senders can reach subscribers.
Is DLT registration mandatory?
Yes. Since TRAI’s TCCCPR 2018 came into force, DLT registration is compulsory for anyone sending commercial SMS in India — transactional, service or promotional. Operators reject traffic from unregistered senders during scrubbing, so unregistered messages are blocked.
What documents are needed for DLT registration?
Typically your business PAN, GST certificate, Certificate of Incorporation (or partnership deed / business registration), an authorization letter on your letterhead, and the PAN + Aadhaar of the authorized signatory for KYC. The exact set depends on your business type.
How long does DLT registration take?
Around 7–10 working days end to end. The Principal Entity is usually approved in 1–3 days, headers in 1–2 days and each template in 1–3 days, with the steps running partly in parallel.
How much does DLT registration cost?
The Principal Entity registration is about ₹5,000 + ₹900 GST = ₹5,900 one-time. Headers and templates are generally free (some operators charge up to ~₹500 per header). BSNL’s entity fee is around ₹3,300. Fees vary slightly by operator.
What is a Principal Entity and Entity ID?
The Principal Entity is your business as the registered sender of SMS. After your PAN, GST and KYC are verified you receive a unique 19-digit Principal Entity ID (PE ID), and all your headers and templates are linked to it.
What is the difference between a numeric and alphanumeric header?
A numeric header is a 6-digit sender ID used for promotional SMS. An alphanumeric header is a 6-character brand code used for transactional and service SMS such as OTPs and alerts. One entity can register both types.
What are the content template categories?
The main categories are Service Implicit, Service Explicit, Promotional, Transactional and Government. The category controls which header the template uses and whether DND and 9 AM–9 PM timing rules apply.
How do I write a DLT-compliant template?
Use {#var#} placeholders for every dynamic value (each up to ~30 characters), never place two variables back-to-back, keep the fixed wording an exact match to what you send, and register any URLs and your brand name. Mismatched text is blocked during scrubbing.
What is a consent template and when is it needed?
A consent template documents how recipients opted in to receive your messages. It is required for promotional and service-explicit traffic, providing the recorded proof of consent that TCCCPR requires.
Why do my SMS fail or get blocked?
The usual causes are: no registration, an entity or header name mismatch, an unregistered or edited template, the wrong template category, promotional SMS sent to DND numbers, or URLs that were not whitelisted during registration.
Can someone register DLT for me?
Yes. Our team registers your entity, headers, content templates and consent template for you — free of charge when you onboard for SMS. We handle the paperwork, submissions and follow-ups across all operators.
