DLT stands for Distributed Ledger Technology — a blockchain-style registry that every Indian telecom operator uses to record who is allowed to send commercial SMS, which sender IDs (headers) they own and exactly what message templates they are approved to send. DLT registration was mandated by TRAI (the Telecom Regulatory Authority of India) under the TCCCPR 2018 — the Telecom Commercial Communications Customer Preference Regulations. The goal is simple: stop spam and phishing by ensuring only registered businesses, using pre-approved sender IDs and templates, can reach subscribers. The 3 building blocks — Entity, Header, Template
Every DLT registration is built from three linked records. Understand these and the whole process becomes clear.
1. Principal Entity (PE ID)
Your registered business identity on the DLT platform. Once your PAN, GST and KYC are verified you receive a unique 19-digit Principal Entity ID (PE ID) that all your headers and templates hang off.
2. Header (Sender ID)
The 6-character name or number recipients see as the sender — e.g. SGWPRO. Alphanumeric headers carry transactional and service SMS; numeric headers carry promotional SMS. Each header is tied to your entity.
3. Content Template (Template ID)
The exact message you are approved to send, with variable placeholders like {#var#}. Each approved template gets a Template ID, and your live SMS must match it word for word.
The rule to remember: an SMS is delivered only when a registered entity sends from a registered header using a registered template — all three linked together on the ledger.

Step-by-step DLT registration process

Choose an operator portal
Register on any one operator’s DLT portal — Jio, Vi, Airtel or BSNL. A single registration is recognised across all networks, so you do not need to repeat it.
Register the Principal Entity
Submit PAN, GST, incorporation proof and an authorization letter. After verification you receive your Entity ID (PE ID), usually within 1–3 days.
Register your Header

Header rules — numeric vs alphanumeric
The type of header you register decides what kind of SMS you can send from it. Getting this right up front avoids re-registration.
Alphanumeric header (6 characters)
A 6-character brand code such as SGWPRO or HDFCBK. Used for transactional and service SMS — OTPs, alerts, confirmations and relationship messages. These reach recipients around the clock, including DND-registered numbers for genuine service content.
Numeric header (6 digits)
A 6-digit numeric sender ID such as 123456. Used for promotional SMS — offers, discounts and campaigns. Promotional traffic is scrubbed against the DND registry and delivered only within the permitted 9 AM–9 PM window.
A single entity can register multiple headers of both types. Choose alphanumeric for anything the user triggers or expects, and numeric for marketing you push out.

Every template is registered under a category that controls which header it uses and whether DND and timing rules apply. Picking the correct category is essential for delivery.

How to write a compliant template
A template is approved only when its fixed text is exact and its variables are marked correctly. Follow these rules to avoid rejection:
- Use {#var#} for every dynamic value (name, OTP, amount, date). Each variable can hold up to about 30 characters.
- Never place two variables back-to-back — keep fixed text between placeholders so operators can match the message.
- The fixed wording you send must be an exact text match to the approved template — even punctuation differences cause blocks.
- Include your brand name and register any URLs so links are whitelisted rather than stripped.
How scrubbing works — why SMS gets blocked
“Scrubbing” is the real-time check operators run on every commercial SMS. Understanding the chain shows exactly where a message can fail.
1. Principal Entity
Your registered business submits the SMS with its PE ID, header and template ID attached.
2. Telemarketer / Aggregator
Your SMS partner passes the message onto the network, carrying the ledger references for verification.
3. Operator DLT check
The operator scrubs the message against the ledger — entity active, header owned, template matched, category and consent valid.
If every link in the chain matches, the SMS is delivered in milliseconds. If the entity is inactive, the header is not linked, the template does not match, or a promotional message targets a DND number, the operator drops it at this stage. That is why registration accuracy — not send speed — is what governs your delivery rate.
