What changed on July 1, 2025

Historically, WhatsApp charged per conversation: opening a session started a 24-hour window, and every message inside that window was covered by a single conversation charge grouped into Marketing, Utility, Authentication or Service categories. According to Meta’s developer documentation, effective July 1, 2025 that conversation-based model was replaced with per-template-message pricing. You are now billed each time a template message is delivered, rather than once per 24-hour conversation.

The practical impact is significant. Under the old model, three template messages inside one open conversation cost a single conversation charge; under the new model those same three delivered templates are three separate billable events. Businesses that relied on the conversation window to bundle notifications now must think in terms of individual message volume, because that is the unit that drives the invoice.

The three message categories and how they are priced

WhatsApp pricing is set by two variables: the message category and the recipient’s country code. Every delivered template falls into one of three billable categories, and the rate differs by destination country. A template to an India number is priced on India’s rate card; the same template to a UK, US or UAE number is priced on that country’s card. Per Meta and billing partners such as YCloud, the categories do not all behave the same way on volume discounts.

Marketing

Marketing templates cover promotions, offers, product announcements, cart reminders and re-engagement. They are the most expensive category in most markets, and critically, Marketing messages receive no volume discount — whether you send a thousand or a million, the per-message Marketing rate for a given country stays flat. This makes marketing broadcasts the line item to watch most closely, because cost scales linearly with reach.

Utility

Utility templates cover transactional, post-purchase and account messages tied to an existing interaction: order confirmations, shipping updates, payment receipts, appointment reminders and delivery notifications. Utility messages are cheaper than Marketing and, importantly, qualify for volume discounts as your monthly volume grows. Authentication and OTP

Authentication templates are one-time passwords, login codes and verification messages. This is one of the most valuable cost levers in the whole model: any support conversation, order query or human reply handled inside the 24 hours carries zero message cost. Businesses that lean into responsive, customer-initiated conversations, rather than pushing everything through paid templates, capture a meaningful share of their WhatsApp interactions for free.

What WhatsApp API costs in India

A worked example, structurally, is the sum of three lines. Say you send Marketing broadcasts, Utility order updates and Authentication OTPs in a month. The Marketing line is volume times the flat India Marketing rate (no discount). The Utility line is billable volume times a discounted India Utility rate, minus any messages that landed free inside an open service window. WhatsApp and SMS are complementary, not interchangeable. WhatsApp wins on rich media, two-way conversation, branding, read receipts and the free service window.
