As you may already be aware, the Telecom Regulatory Authority of India (TRAI) and the Department of Telecommunications(DOT) have released a new regulation (http://www.trai.gov.in/WriteReadData/trai/upload/Regulations/108/TCCCPR_Amendment_25.10.2011.pdf) which states that all promotional messages submitted will be charged an extra termination charge @ 5ps + taxes effective 1800 hrs IST 25^th October 2011.

TRAI new SMS guidelines & Impact:

1. The promotional SMS charge shall be Existing Rate + Re. 0.05 (five paisa only) + service tax.

2. The Originating Access provider may collect the promotional SMS charge from the registered telemarketer.
